In the last years of Victoria's power, London is beleaguered by the "Touched": individuals-- mostly females-- who suddenly show up abnormal capacities, some charming, some very disturbing. Among them are Amalia True, a mystical, quick-fisted widow, as well as Penance Adair, a fantastic young developer. They are the champs of this new underclass, making a residence for the Touched, while battling the forces of ... well, pretty much all the forces-- to include those whom history as we know it has no place.
